"On range, they clearly have the capability", Selva told Senator James Inhofe (R-Oklahoma).

"I.am not sanguine that the test on the Fourth of July demonstrates that they have the capacity to strike the United States with any degree of accuracy or reasonable confidence of success", Gen. Paul Selva, vice chairman of the Joint Chiefs of Staff, told the Senate Armed Services Committee.

Despite North Korea's success on July 4, experts assess that the regime does not presently have the re-entry technology needed for a nuclear warhead to reach its target. United States officials confirmed that the nation had, in fact, launched an ICBM.

"We need to think seriously about what the consequences of that action would be", he said. It's also believed that North Korea lacks the ability to miniaturize a nuclear warhead capable of being mounted on top of an ICBM.

"The American bastards must be quite unhappy after closely watching our strategic decision", Kim Jong Un was quoted as saying by the KCNA. "We should often send them gift packages so they won't be too bored".

But he said experts don't think the North Koreans have the "guidance and control that would be required".

Tensions between the U.S. and North Korea have escalated in recent months. The country's new president, Moon Jae-in, has halted any further deployments, however, and called for direct talks with the North Korean government on de-escalating the crisis on the Korean Peninsula.

On July 4, North Korea successfully tested its first intercontinental ballistic missile (ICBM), which traveled into a high-altitude trajectory of 1,730 miles and flew horizontally about 575 miles into the Sea of Japan. One is diplomatically and militarily stopping North Korea from moving forward with its efforts to develop weapons that could deliver a nuclear payload to targets in the U.S. The second is the development of ballistic missile defense systems that can protect the homeland from a North Korean missile.
